Banks are already granting mortgage loans at this stage, which is the surest sign that the construction is legal.\u2018<\/p><\/blockquote>\n<p><strong>The risk:<\/strong> Is it livable? Absolutely not. There is no electricity, water, elevator, or windows. The building is completely ready visually \u2013 there is electricity, water, windows, insulation, the common areas are painted.
