Why are new rules on packaging waste being imposed?
Long-term field observations and analyses by the waste collection teams in the resort show a clear and worrying trend: the containers for general household waste, located near the commercial areas, are overflowing extremely quickly. The main volume in them is not classic household waste, but packaging waste – cartons, cardboard, plastic foils, crates and cans generated from the daily activities of shops, hotels, restaurants and traditional taverns.
Disposing of commercial packaging in general containers leads to two main problems:
- Visual and environmental pollution: The overflowing bins create an unaesthetic appearance for the city, which is a leading international tourist destination at the foot of Pirin.
- Financial burden for the municipality: Disposing of recyclable materials at the general landfill increases landfill tax costs, which in the long term reflects on all taxpayers.
What does the Municipality of Bansko require from commercial establishments?
To ensure sustainable separate collection in Bansko, every business entity on the territory of the municipality must assume its legal responsibility. Until the end of May 2026, owners and managers of commercial establishments have a free opportunity to reorganize their internal processes without the risk of fines.
Main obligations of the business:
- Internal organization: Designation of a space within the boundaries of the site itself for the separation of paper, cardboard, plastic, glass and metal.
- Conclusion of a contract: Signing a formal contract with a licensed recycling company or packaging waste recovery organization.
- Scheduled broadcast: The collected raw materials should not be disposed of in street containers, but should be handed over directly to the service company according to the agreed schedule.
Warning: Mass inspections and sanctions begin on June 1, 2026.
After the grace period expires on May 31, 2026, the control units of the Municipality of Bansko and the Regional Inspectorate for Environmental Protection and Water will start regular inspections. If discarded commercial packaging is found in household waste containers or in the absence of a valid contract with a licensed company, uncompromising fines will be imposed in accordance with the Waste Management Act (WMA). Sanctions for legal entities according to the WMA can reach from 3,000 to 10,000 leva.
What is the practice in other cities in Bulgaria?
The introduction of mandatory individual waste collection of packaging for businesses is not a local fad, but a strict implementation of national and European legislation on the "polluter pays" principle. Many large and developed municipalities in the country are already successfully implementing this model:
- Sofia: Sofia Municipality categorically prohibits commercial establishments from using colored "igloo" type containers or beavers for household waste for their boxes. Each store is required to have an individual contract.
- Burgas and Varna: The maritime capitals tightened control before previous tourist seasons by introducing mobile teams that monitor violators dumping transport packaging in citizens' containers.
- Sliven and Stara Zagora: These municipalities also went through identical information and sanction phases, achieving a decrease of over 30% in total landfilled waste in the city.
Expert advice on space optimization
The most common concern of small businesses in or around the Old Town The Gondola is the lack of storage space. The key to effective separate collection is compression in place. Always disassemble and fold cartons flat (reduces volume by up to 80%) and crush plastic bottles and cans. This way, even in a small room, you can store raw materials for a few days before the company takes them away.
The benefits for Bansko: Ecology and economy hand in hand
The ultimate goal of the Municipality of Bansko is to build a modern European environment. When businesses take over their packaging, containers for citizens and tourists remain free and clean. At the same time, the circular economy is stimulated - tons of paper and plastic are returned to production as a valuable raw material, instead of rotting for decades in nature.
Weather for adaptation is expiring. We urge all entrepreneurs in the region not to wait until the last moment, but to formalize their relationships with recycling companies today.
