A.01 · Start

Company registration - which format to choose

The most common forms in the region are Ltd. (one owner), Ltd. (more partners), ET (natural person as a trader) and freelance.

  • Ltd./Ltd. — limited liability, more expensive accounting, corporate tax 10%.
  • ET — easy registration, but unlimited personal liability and flat rate tax.
  • Freelance — for consultants, photographers, translators, IT.
Tip: For a hotel or restaurant — almost always a limited liability company (EOOD/OOD). Registration is through the Registry Agency and the Commercial Register.

Tourist tax in Bansko Municipality

The tourist tax is determined by a decision of the municipal council and is fixed amount per night per person. The size depends on the category of the object (stars).

  • It is declared monthly to the municipality.
  • The declaration goes hand in hand with the register in the ESTI.
  • Children up to a certain age are exempt according to the ordinance.
Attention: The amounts are updated - always check the current Ordinance on Local Taxes and Fees of the Municipality of Bansko or ask the municipality.
A.03 · Categorization

Categorization of accommodations

Without a valid category, you cannot legally host guests. For small properties (guest rooms, apartments), categorization is through Bansko Municipality; for the older ones - in Ministry of Tourism.

  • Category term — usually 5 years, with early reviews.
  • Required documents: act 16, sketches, water/electricity contracts, scheme, fire safety.
  • After receipt — mandatory registration in ESTI.
A.04 · Cash registers

SUPTO, fiscal devices and NRA

After changes in the law, the use of software from the NRA's SUPTO list is now voluntarily. However, the cash register (fiscal device) is absolutely mandatory.

  • Cash register with fiscal memory - for most locations.
  • Any payment in cash or at a physical POS terminal requires a receipt.
  • E-stores have a specific regime (H-18).
Fines: An unregistered cash register or an unissued cash receipt leads to serious sanctions and closure of the establishment - do not underestimate it.
A.05 VAT

VAT registration — when is it mandatory?

Mandatory VAT registration occurs upon reaching turnover above a certain threshold (from January 1, 2025, the threshold is BGN 166,000) for the last 12 months. The threshold changes over the years — check the current one.

  • Tourist services have special mode (margin).
  • Voluntary registration is possible and sometimes advantageous — especially for large purchases at the beginning.
  • Monthly declaration and payment by the 14th.
A.06 · Personnel

Seasonal workers and employment contracts

In Bansko, the majority of the staff is seasonal. There are two main modes: fixed-term employment contract and one-day contracts (for agriculture — rarely applicable here).

State registration fees are relatively low (fee in the Commercial Register). The minimum capital of an EOOD is 2 leva. Q.02 When am I required to register for VAT? +

When reaching a turnover above the statutory threshold (from 2025 it is 166 thousand leva) for the last 12 months - mandatory. There is also voluntary registration, which is sometimes advantageous (for example, for large initial purchases with VAT).

Q.03 What is SUPTO and do I need it? +

Following changes in legislation in recent years, the use of NRA-approved SUPTO (Sales Management Software) is now voluntarily, not necessarily. However, any payment in cash or with a debit/credit card at a POS terminal must absolutely go through a registered fiscal cash register.

Q.04 How is an apartment categorized for overnight stays? +

You are applying to Bansko Municipality (for facilities below a certain capacity) or in Ministry of Tourism (for larger ones). You apply documents for the site (act 16, scheme, certificates), checks are made, you receive a category certificate. Then you register with ESTI. Without category and ESTI no you can legally give away.

Q.05 How much is the tourist tax in Bansko? +

The amount is determined by an Ordinance of the Municipal Council of Bansko Municipality and depends on the category of the property (number of stars). The amount is overnight stay, per person and is updated periodically. For the exact current amount, check the Bansko Municipality website or ask at the Local Taxes and Fees Directorate.

Q.06 Do I need a lawyer to register a company? +

Not mandatory. The registration can be done by you or by an accountant. A lawyer is recommended if: you have more partners, specific ownership (property in the capital), complex activity (tour operator, medical), or need individual clauses in the partnership agreement.

Q.07 What permits do I need for a restaurant? +

The main ones: registration of the object at the Regional Directorate of Food Safety (RDFS), HACCP system, working time permits from the municipality, fire safety, cash register, contract for STM, risk assessment. In the case of sound recording — contracts with music rights management organizations.

At any time - with a fixed-term employment contract that is registered with the National Revenue Agency before the employee to start work. For non-EU citizens, a work permit is required. It depends on the volume of documents, the number of employees and VAT registration. Small businesses without VAT and without staff — usually start with a low monthly subscription fee. Hotels or restaurants with dozens of employees and active sales pay significantly more. Don't choose based on price alone — poor accounting is an expensive pleasure.

Q.11 What is ESTI and who is required to register? +

IS = Unified tourist information system. All Accommodation places (hotels, guest houses, apartments for overnight stays) are required to use it — each overnight stay, guest name, document is entered. This replaces paper registers and automatically feeds data to the National Revenue Agency and municipalities.

Q.12 Can I rent out an apartment as an individual? +

Short-term overnight stays are tourist service, not "rent". This means: categorization, ESTI, tourist tax, cash register (or invoicing via a platform), income declaration. Long-term rental (1+ year per person) is a different regime. Ask an accountant — the regimes change and depend on your specific situation.

Q.13 What insurance is mandatory for my business? +

The mandatory ones depend on the activity. For example: tour operator liability for travel agents; civil liability for vehicle owners; professional responsibility in some regulated professions. Recommended: property insurance, general civil liability of the site (especially for hotels, restaurants, ski shops), health insurance for staff.

Q.14 What should I do if the NRA sends me an audit? +

Don't panic — a revision doesn't mean you made a mistake. Contact the accountant immediately. Prepare all requested documents within the specified deadline. If the amounts are significant or there is a dispute, hire a lawyer specializing in tax law. You have the right to appeal under the DOPK.

Q.15 How do I advertise effectively for the winter season? +
