High seasonality, strict sanitary and fiscal requirements. Mistakes here are costly — start with the right start.

Passenger transportation, taxis, airport transfers. Licensing regime - permits and certificates are required.
A huge segment in Bansko. Often business owners do not know that legally renting out accommodation is a tourist activity, not "rental of a dwelling".
Short practical guides on topics that every owner in the region sooner or later encounters — tax, regulatory, and operational.
The most common forms in the region are Ltd. (one owner), Ltd. (more partners), ET (natural person as a trader) and freelance.
The tourist tax is determined by a decision of the municipal council and is fixed amount per night per person. The size depends on the category of the object (stars).
Without a valid category, you cannot legally host guests. For small properties (guest rooms, apartments), categorization is through Bansko Municipality; for the older ones - in Ministry of Tourism.
After changes in the law, the use of software from the NRA's SUPTO list is now voluntarily. However, the cash register (fiscal device) is absolutely mandatory.
Mandatory VAT registration occurs upon reaching turnover above a certain threshold (from January 1, 2025, the threshold is BGN 166,000) for the last 12 months. The threshold changes over the years — check the current one.
In Bansko, the majority of the staff is seasonal. There are two main modes: fixed-term employment contract and one-day contracts (for agriculture — rarely applicable here).
For every employer — no matter how small — there is OHS obligations: risk assessment, briefings, occupational medicine (OM), periodic examinations.
Hotels, restaurants, agencies — all process personal data. Registration with the CPDP not mandatory already, but the requirements remain.
For small and medium-sized enterprises in tourist regions, there are regularly open measures - for digitalization, energy efficiency, innovation, training.
In the region, the season dictates the calendar. Early preparation saves money and nerves.
In short — answers to the questions we receive most often from hoteliers, restaurateurs and service owners in Bansko.
State registration fees are relatively low (fee in the Commercial Register). The minimum capital of an EOOD is 2 leva. To this is added a notarial certification of a specimen and possibly a lawyer/accountant's service - the total amount is usually up to several hundred leva. Electronic registration is cheaper than paper registration.
When reaching a turnover above the statutory threshold (from 2025 it is 166 thousand leva) for the last 12 months - mandatory. The threshold changes periodically, check the current one in the current VAT Act or with your accountant. There is also voluntary registration, which is sometimes advantageous (for example, for large initial purchases with VAT).
Following changes in legislation in recent years, the use of NRA-approved SUPTO (Sales Management Software) is now voluntarily, not necessarily. However, any payment in cash or with a debit/credit card at a POS terminal must absolutely go through a registered fiscal cash register.
You are applying to Bansko Municipality (for facilities below a certain capacity) or in Ministry of Tourism (for larger ones). You apply documents for the site (act 16, scheme, certificates), checks are made, you receive a category certificate. Then you register with ESTI. Without category and ESTI no you can legally give away.
The amount is determined by an Ordinance of the Municipal Council of Bansko Municipality and depends on the category of the property (number of stars). The amount is overnight stay, per person and is updated periodically. For the exact current amount, check the Bansko Municipality website or ask at the Local Taxes and Fees Directorate.
Not mandatory. The registration can be done by you or by an accountant. A lawyer is recommended if: you have more partners, specific ownership (property in the capital), complex activity (tour operator, medical), or need individual clauses in the partnership agreement.
The main ones: registration of the object at the Regional Directorate of Food Safety (RDFS), HACCP system, working time permits from the municipality, fire safety, cash register, contract for STM, risk assessment. In the case of sound recording — contracts with music rights management organizations.
At any time - with a fixed-term employment contract that is registered with the National Revenue Agency before the employee to start work. For non-EU citizens, a work permit is required. For small seasonal needs, a fixed-term contract is used for a certain period of time or until the completion of a specific job.
Seek experience in exactly your industry — the hotel and restaurant industry has specifics (tourist tax, ESTI, margin scheme for travel agents). Ask: how many clients from a similar industry do they have, does it respond within a reasonable time, does it work with electronic systems, does it have professional liability insurance?.
It depends on the volume of documents, the number of employees and VAT registration. Small businesses without VAT and without staff — usually start with a low monthly subscription fee. Hotels or restaurants with dozens of employees and active sales pay significantly more. Don't choose based on price alone — poor accounting is an expensive pleasure.
IS = Unified tourist information system. All Accommodation places (hotels, guest houses, apartments for overnight stays) are required to use it — each overnight stay, guest name, document is entered. This replaces paper registers and automatically feeds data to the National Revenue Agency and municipalities.
Short-term overnight stays are tourist service, not "rent". This means: categorization, ESTI, tourist tax, cash register (or invoicing via a platform), income declaration. Long-term rental (1+ year per person) is a different regime. Ask an accountant — the regimes change and depend on your specific situation.
The mandatory ones depend on the activity. For example: tour operator liability for travel agents; civil liability for vehicle owners; professional responsibility in some regulated professions. Recommended: property insurance, general civil liability of the site (especially for hotels, restaurants, ski shops), health insurance for staff.
Don't panic — a revision doesn't mean you made a mistake. Contact the accountant immediately. Prepare all requested documents within the specified deadline. If the amounts are significant or there is a dispute, hire a lawyer specializing in tax law. You have the right to appeal under the DOPK.
They work hard: Booking/Airbnb Optimization, Google Hotels, locally SEO ("hotel in Bansko", "apartment Bansko ski"), Meta ads with geographic targeting (Poland, Serbia, Greece, Great Britain, Israel), active reviews, email marketing to last year's guests. Start September-October for December.
The classic "dead" seasons in Bansko are end of April to mid-June and beginning of October to end of November. It depends on the scope - start major reconstructions immediately after the season closes to leave a buffer.
HACCP is a system for hazard analysis and control of critical points in food production and supply. Mandatory for all establishments that handle food — restaurants, cafes, hotels with breakfasts, food stores. Prepared with a consultant, maintained with diaries and records.
Yes — measures under operational programs, RDPs, national schemes under the Ministry of Tourism, energy efficiency programs (solar installations, boiler replacement), and digitalization are periodically opened. Local initiative groups (LAG Razlog, LAG Yakoruda, etc.) also have their own invitations. Follow eufunds.bg and the website of the Ministry of Tourism.
Depending on the activity — building tax and garbage fee (for the objects); tourist tax (for accommodation); categorization fee; fee for permission for working hours at establishments; fees for advertising/billboards; fee for using the sidewalk at summer gardens. The exact amounts are in the Regulation on Local Taxes and Fees of the Municipality of Bansko.
The main control bodies: NRA (cash, VAT, insurance), Labor inspection (employment contracts, OSH, working hours), RFSD (food safety), Regional Inspectorate for Environmental Protection (waste, noise, ecology), Fire department, Bansko Municipality (tourist tax, categorization, opening hours), CPC (consumer protection).
The minimum capital of an EOOD/OOD is symbolic (2 BGN). The actual start-up costs depend on the activity: for a small service office — hundreds of BGN for registration and accounting; for a hotel or restaurant — thousands to tens of thousands (categorization, repairs, equipment, deposits, marketing, working capital for the first 3-6 months).
Trademark registration through the Patent Office (for Bulgaria) or EUIPO (for the EU). Covers the name, logo, sometimes a slogan. Recommended for hotels, restaurants, ski shops with a name worth protecting. An attorney specializing in industrial property can help.
