  1. Exact location. Street, intersection, or road segment.
  2. The nature of the problem. Unclean street / icy and dangerous sidewalk / huge icicles over a pedestrian area.
  3. Are there any cars or people blocked?. This raises the priority of the signal.
  4. For the pendants: Provide the exact address of the building. The owners are required to remove them or secure the sidewalk. If they do not do so, the municipality can fine them.
Citizens' obligation: According to an ordinance of the Bansko Municipality, owners and tenants of buildings are required to clear snow and ice from the sidewalks in front of their properties themselves.

  2. Description of smoke and odor. Thick black/yellow smoke, smells strongly of plastic, rubber or burnt oil (this is a sign of illegal waste burning).
  3. When does it happen?. Is it a one-time thing or every night after 6pm?.
  4. Photo or video. Very important evidence that clearly shows which chimney the black smoke is coming from.
  5. For a system problem: File a written complaint with the municipality's office to force them to inspect the fuel installation on site.
Did you know? The burning of tires, plastics, woodwork, textiles and used heating oils is absolutely prohibited by law and is subject to very strict fines from the municipality and the Regional Inspectorate for Environmental Protection and Environment.

If you damaged your car in a pothole: Take photos of the scene, look for witnesses, call the traffic police for a report. Without a report, it is almost impossible to claim compensation.

What to say?
  1. Exact place and time. ""A pack of 4-5 dogs on Okolchitsa Street every night around 10 p.m.""
  2. Description. Color, size, do they have ear tags (they are neutered if they have a yellow/green plastic ear tag).
  3. Behavior. They bark / chase cars / attacked someone / injured.
  4. Was there an accident?. A person bitten, another animal attacked—he pointed it out.
  5. Photo or video if it is possible to do it safely.

If you are bitten: Wash the wound with soap immediately, go to an emergency center or your doctor. Ask for a report. File a police report — the owner (if there is one) is responsible.

What to say?
  1. Address and source. ""Bar X on Y Street" / "Apartment above me on Z Street, No. 14, 4th floor".
  2. What's the noise?. Music, shouting, boos, construction work, renovation.
  3. Since when has it been going on? and how often it happens.
  4. Hour. After 10:00 PM it is already a violation of night silence.
  5. Have you tried talking? — it's a good idea to tell the police/municipality about this.
  6. For a persistent problem — made a written complaint with several signatures from neighbors. It obliges the municipality to react officially.
Night silence in Bulgaria: 23:00–07:00 (sometimes 22:00–08:00 according to local regulations). Repairs on Sundays and holidays — prohibited without special permission.

Steps in place
  1. Stop the engine, turn on the hazard lights., put on a reflective vest and a triangle (50 m before the location).
  2. Check if there are any injuries. If yes, call. 112, you do not move the wounded unless there is a risk of fire.
  3. You don't move the cars. until the traffic police arrive, unless they are obstructing traffic — then mark the positions with chalk/photo.
  4. Photos from many angles: the whole scene, the damage up close, the signs around, skid marks.
  5. Data exchange with the other driver: ID card, coupon, public liability insurance, telephone.

  1. What did you notice?. Pollution in a river / dumped waste in a forest / felled trees without markings / killed or injured protected animal.

  4. Photos and video. Especially important in nature — capture the surrounding context as well.
  5. People and technology. If you see people/cars/machines — describe them without putting yourself in danger.
  6. Don't come any closer. to suspicious groups — just observe and report.
Pirin Park is a protected area. Lighting a fire, picking edelweiss, fishing without a permit, walking a dog without a leash — all are violations and subject to a fine.

  4. Danger. On a main road / on a playground / damaged property.
  5. Property / owner. If you know whose they are, tell me (the municipality will sanction the owner).
  6. Photos from a safe distance.

Always take an incoming number

For written reports to the municipality — insist on an incoming number from the registry office. Without it, your report "does not exist." Your number is a weapon if you need to escalate.

A picture is worth 1000 words

Always take a picture. Place a bottle/shoe next to the zoom hole. Include a date on the picture (most phones do this automatically). Attach it to your online feed or carry it with you.

Don't hide behind anonymity.

Anonymous reports are usually not processed legally. Include your name, phone number, and address. Your personal information is protected — but without it, the report has no legal force.

One problem — one signal

Don't mix 5 different complaints into one letter. That way, none of them gets resolved. Submit separate signals with a specific focus — each one goes down a different administrative path.

Know your deadlines.

According to the APC, the state body responds within 14 days (standard signal) or within 30 days (when an inspection is requested). If there is silence, you have the right to appeal or escalate. An excerpt from the law is your friend.

Support yourself with neighbors

A signal with 5 signatures is 5 times stronger than one. For persistent problems (noisy establishment, dangerous construction, stray dogs in the neighborhood) collect a petition and submit it together.

Escalate smartly

First the municipality → then the regional government → then the ministry → then the ombudsman. Always apply the previous answer (or lack thereof) to the next level.

Save everything

Emails, incoming numbers, dates of calls, the name of the person on duty. If a lawsuit for compensation or an administrative appeal is necessary - this documentation is gold.
